Ingrown hair Problem

My best friend's hubby seems need tend skin to help him get back his ingrown hair problem. His leg's hairs grow out slightly and then curl back and penetrate the skin since 2 years ago. Maybe due to shaving too often? Now his leg is in redness, tenderness and swelling at the site of penetration. I think he really need the tend skin product to cure his ingrown hair problem.
