Withdraw or Not Withdraw

USD exchange rate has drop to 3.16 today. I wonder should I buy in USD or withdraw my USD form paypal now. I do not want to withdraw actually as the exchange rate is too low to get a good return. But I worry the rate would continue to drop as well. So? What should I do? Keep the money in PayPal or just withdraw all without think it is worth or not?
