Can't access to website

I wonder why my website will back to normal after I submit ticket to the host support. It is not only 1 time but is so many times. I will only submit ticket to support after tried many times to make sure website could not access was the server problem not my internet problem then only submit ticket. However, my website usually will able to load right after submit ticket!

So, anyone can tell me what happen? is the server problem or my internet problem?
